广州《新快报》记者陈永洲被湖南警方跨省抓捕事件继续发酵,《新快报》23号罕见的发表〝请放人〞的头版头条之后,24号继续在头版发表〝再请放人〞的文章,指责警方〝不能先抓后审〞。
据多家大陆媒体报导,陈永洲事件已惊动北京高层,中纪委和中宣部都已介入,中国记协、《新华社》及广电总局也相继表态,而且立场倾向于同情陈永洲。不过,据报导,〝中联重科〞是中共太子党的聚集地,力量也不容忽视。陈永洲未来如何,还难以预料。
而《新快报》敢于在头版上为自己的记者发声,在被政府严控的大陆媒体圈中,应该算绝无仅有,更加罕见的是,这一次,大陆的记者们竟然没有收到中共宣传部门的禁令,背后的因由也引起各种猜测 。
目前,海内外各界都在观察,〝中共新一任领导要许给中国言论自由多宽的尺度〞。
西藏十世班禅死于中共政治暗杀
海外流亡的中国知名作家袁红冰,10月24号在台北发表新书,披露西藏十世班禅喇嘛死亡真相。
据《自由亚洲电台》报导,袁红冰在新书发表会上表示,藏传佛教的两大领袖为达赖喇嘛及班禅喇嘛,在中共统治中国之后不久,达赖喇嘛选择出走。而十世班禅额尔德尼则选择支持中共,但后来不满中共对藏人的迫害,发表抗议中共统治的〝七万言书〞,随后遭到逮捕,1978年被释放后,恢复职务。1989年官方宣布他因心脏病死亡。
袁红冰指出,十世班禅不是死于心脏病,而是死于中共的谋杀。
袁红冰说,他多年查访,包括访问中共太子党的相关成员,得知中共高层下令,通过医护人员将氰化钾类毒药刺入十世班禅的皮肤,导致中毒死亡。
袁红冰在书中明确指出,毒杀班禅的决策,出自中共高层邓小平、李先念和薄一波。
上海维权人士沈勇被殴打致死
10月24号上午7点,家住浦东新区的上海维权人士沈勇,被当地公安从家中用手铐铐到六里派出所,两小时后被公安送回家时,已经奄奄一息,家人打120急救,但救护车赶到时沈勇已经死亡。
沈勇的脖上有绳勒的痕迹,身上有多处伤痕。现在沈勇的母亲被公安带走,不知去向。
据了解,沈勇的房屋被当地政府强拆已经多年,沈勇一直要求政府归还自己的房屋,或者依照市场价格给予补偿。

The New Express Newspaper Call For Release
Of Its Reporter Again
The Guangzhou-based New Express newspaper reporter
Chen Yongzhou was arrested by Hunan police.
On Oct.23, the newspaper called for the release of Chen
on its front page with large words "Please Release Him".
The next day, the newspaper once more published in its front
page: "Again, Please Release Him".
An article also condemned police of abusing power.
Several media in Mainland China reported that Chen’s event
has drawn central regime attention.
Beijing high-level, Disciplinary Commission and Propaganda
Ministry has intervened.
China’s Journalist Association, Xinhua News Agency and
SARFT spoke out; they are all on Chen’s side.
However, sources say that Zoomlion is Chinese Communist
Party (CCP) princelings’ place, their power can’t be ignored.
What is Chen’s future? It is difficult to speculate.
The New Express dares to speak out for its reporter on
its front page.
This is unprecendeted – it has never happened in the
environment where the regime tightly controls the media.
This time, reporters didn’t receive the CCP’s order of ban.
The reason behind it caused various speculation.
Now people inside and outside China are observing, "Will
the new leaders cease a little bit on freedom of expression?"
10th Panchen Lama Killed By Chinese Communist Party
Yuan Hongbing, famous writer in exile published a new
book on Oct. 24 in Taipei.
The book reveals the truth of 10th Panchen Lama’s death.
Radio Free Asia reported that Yuan spoke at the
new book launching ceremony.
Yuan says the Dalai Lama and Panchen Lama are two
key leaders for Tibetan Buddhists.
Not long after the Chinese Communist Party (CCP)
ruled China, the Dalai Lama chose to leave.
The 10th Panchen Lama chose to support the CCP.
Later on, he was dissatisfied with the CCP's persecution of
Tibetans, and published a long letter protest to them.
He was arrested. In 1978, Panchen Lama was released
and retained his position.
In 1989, he was officially announced dead from a heart attack.
Yuan Hongbing says that Panchen didn’t die
from a heart attack but was murdered by the CCP.
Yuan says he researched for many years,
including interviewing CCP princelings.
He found the CCP high-level issued an order to give Panchen
poison injections into the skin through his medical staff.
This caused his death.
Yuan stated clearly in his book, the order was made by
Deng Xiaoping, Li Xiannian and Bo Yibo.
Shanghai Activist Beaten To Death
On Oct. 24, at 7am, Shanghai activist Shen Yong who lived
in Pudong District was handcuffed at home by the police.
He was then taken to Liuli Police Station.
Two hours later, the police sent him home but he almost died.
His family called emergency number 120.
Shen passed away when the ambulance arrived.
Shen’s neck has marks, his body was full of bruises.
Now Shen’s mother has been taken away by the police,
nobody knows her whereabouts.
Sources say that Shen’s home was forcibly demolished
by local regime several years ago.
Shen requested the regime to return his property or
compensate him in the accordance with market value.
联合国二次审议 中国成人权集中营
〝联合国人权理事会〞本周在瑞士日内瓦启动对中国人权记录的定期审议。这是中共新一届领导人就任以来,联合国人权机构首次审查中国的人权状况,中共政府派出强大阵容的代表团。那么,中共人权的现状到底怎样?请看下面的报导。
10月22号,中共政府派出200人的〝大型〞代表团,参加联合国会议。中共外交部发言人声称,这显示中共对联合国第二次审议中国人权问题的重视。
北京维权人士胡佳表示,中共政府深知它的人权问题深重,是全世界最大的人权集中营,所以就在这儿搞人海战术。
北京维权人士胡佳:〝中国(中共)政府参加联合国人权理事会,它的目地绝不是在于自己国家如何改善人权,他是要自己表面上看起来像是一个正常国家,是一个在人权圆桌会议上有发言权,然后也有制约别人资格的那种国家。〞
联合国人权理事会成员国任期为三年,在连任两届之后,必须进行申请才能再次加入。中共政权2006年成为人权理事会成员国之后,至去年已有过一次成功连任。
这项人权审议根据三份材料进行,包括被审议国家政府的国家人权报告、联合国人权报告和民间社团递交的材料。
从今年6月起,中国许多访民到外交部请愿,要求参与草拟人权报告的工作。发起参与草拟报告的人权活动家曹顺利,自9月14号被当局抓捕至今没有消息。
而一直坚守在外交部的北京访民王永成表示,这两天,外交部附近,警察不让人待。
北京访民王永成:〝昨天他们给好几个人拉走了,拉到久敬庄去了。今天他们又让我们上车,要不然就把我们轰走。中国一点人权都没有,还向美国、向外国政府说中国这么有人权,那么有人权,就掩盖事实,胡说八道。〞
中共为配合这次审议,在联合国驻日内瓦办事处的〝万国宫〞,举办了所谓的《中国人权成就图片展》,内容包括:保障人权的法制环境的改善等。
〝北京市律师协会宪法人权委员会〞委员杨学林表示,中国的人权问题存在很大的问题,包括中国有很大一部分律师的权利没有得到保障。
北京市律师协会宪法人权委员会委员杨学林:〝我所经历过的很多的案件,律师的合法权利都没有得到保障。律师会见权、阅卷权、还是以前的三大难吧,调查取证权,以及律师申请的证人出庭权,以及在法庭上辩护权等等一切权利,现在在很多地方都存在很多损害的现象。〞
日前,北京维权律师唐吉田陪同公民杨开成到黑龙江鸡西市〝610办公室〞,要求释放杨开成的妻子——法轮功学员于金凤。唐吉田遭到警方以〝扰乱单位秩序〞为由行政拘留5天。
胡佳表示,在审议会上,像唐吉田这样典型的人权恶性事件,并没有被提出。
胡佳:〝昨天有很多人提到了律师的问题,会见权的问题、律师权利保障问题,唐吉田律师就是被剥夺了律师资格的。唐吉田一个人的案例,他综合了几个律师权益,法轮功信仰者的权益呀、滥用司法、任意欺压呀,他综合了这些东西。〞
另外,在联合国举行审议的当天,至少有三名来自〝自由西藏学生运动〞组织的示威者,爬上〝万国宫〞的脚手架,他们拉开了横幅,抗议北京政府对西藏的政策。
而中共则在这一天发表西藏白皮书。
胡佳:〝它选择这一天发布,就是因为它知道西藏问题会成为众矢之的,西藏有122个僧侣、还有普通的藏人自焚,就在22号那天早上还有一个藏人自焚。它在这个时候出示这个东西,分流各个方面关注度,作为一层官方的辩解,官方的粉饰。〞
在周二的会议上,来自奥地利、德国等西方国家代表,也批评中国镇压异议人士、审查互联网、限制藏人权利等。

UN Reviews China’s Human Rights
This week, the UN Human Rights Council (HRC) began
to review China’s human rights record in Geneva.
This marks the first time the UN has examined
the Chinese Communist Party’s (CCP) human
rights record under it’s new leadership.
The CCP sent a large delegation to attend the UN meeting.
What is the current human rights
status in China? Let’s take a look.
On October 22, a 200 person Chinese
delegation attended the UN HRC session.
The Chinese Foreign Ministry spokesperson claimed
that it shows they pay good attention to human rights.
Beijing human rights activist Hu Jia says that the
regime is aware of its serious human rights violations.
The Chinese regime is the largest
human rights concentration camp.
Thus, the CCP used a huge-crowd strategy.
Hu Jia: "The CCP attended the UN HRC meeting.
Its purpose is absolutely not
for improving its human rights.
It wants to show it is a normal country,
in having the right to speak in the UN.
It also wants to show it can restrain other countries."
Members of the UNHRC serve for a period of three years.
After two consecutive terms, they must apply to re-join.
China became a member of UNHRC in 2006,
and it has been through two consecutive terms.
The UNHRC assessment is carried
out in the accordance with three reports.
These are a national human rights report, the UN human
rights report and documents submitted by NGO groups.
Since June 2013, many Chinese petitioners
protested outside the Foreign Ministry in Beijing.
They requested to be able to participate in
drafting the national human rights report.
Activist Cao Shunli, founder of the campaign for
drafting the report, was arrested on September 14.
Here whereabouts is currently unknown.
Wang Yongcheng, who continued the protest, says that
the police didn’t allow anyone near the Foreign Ministry.
Wang Yongcheng: "The police removed several
protesters away yesterday to Jiujingzhuang black jail.
The police forced us to get on a coach,
otherwise, they would disperse us.
The Chinese people don’t have human rights.
However, the CCP told the US and foreign
countries its human rights record is good.
The CCP covered up the truth, which is shameful."
The CCP held China’s human rights achievement
exhibition in the Palais des Nations in Geneva
It displayed "improvement on protecting
the human rights legal environment".
Yang Xuelin, member of the Beijing Lawyers
Association Constitutional Commission commented.
China has big human rights problems. It includes
large numbers of lawyers’ rights being deprived.
Yang Xuelin:"I have dealt with many
cases about deprivation of lawyers’ rights.
This includes the right to visit clients, the
right to read case files, of investigation to
collect evidence, for a witness to testify
in court, and the right of defense in court."
Beijing human rights lawyer Tang Jitian went with
Yang Kaicheng to Jixi 610 Office in Heilongjiang Province.
They requested the release of Yang’s wife,
a Falun Gong Practitioner called Yu Jinfeng.
Tang was detained for five days on
the charge of "disturbing office order".
Hu Jia comments that in the UNHRC meeting, Tang’s case
was not mentioned, but it is a typical human rights violation.
Hu Jia: "Yesterday, many people mentioned lawyers’ issues.
This included visiting rights and protection of lawyers rights.
Tang Jitian’s law license was revoked.
Tang’s case combines several lawyers’ rights, such
as right of belief, judicial abuse and arbitrary bullying."
In addition, during the UNHRC meeting, at least
three protesters from "Students for a Free Tibet"
scaled the UN building and showed a banner.
They protested the Beijing regime’s Tibet policy.
The CCP issued a Tibet White Paper on the same day.
Hu Jia: "The CCP chose this day to publish it,
as they know Tibet will be a focus in the meeting.
There were 122 Tibetan monks who self-immolated.
Some Tibetan civilians have also
set themselves on fire in the past.
On the morning of October 22, there was
another incident where a Tibetan self-immolated.
The CCP issued this paper to divert public
attention, which is a kind of defense to cover up."
In the meeting on Tuesday, several representatives
from Western countries criticized the Chinese regime.
This includes Austria and Germany.
They condemned the regime for suppressing dissidents,
monitoring the internet and restricting the rights of Tibetans.
先抓后审记者 中联重科有后台?
广州《新快报》记者陈永洲,日前被指涉嫌〝损害商业名誉〞罪,被湖南长沙公安跨省逮捕,《新快报》的头版再次呼吁当局〝放人〞。目前,记者涉及所谓〝损害商业信誉罪〞的适用,存在争议,而当局〝先抓后审〞的做法,也令人质疑陈永洲所报导的湖南上市公司——〝长沙中联重工科技发展股份有限公司〞,有何背景?
对于湖南警方指控广州《新快报》记者陈永洲〝损害商业名誉〞,并将他刑事拘捕,《新快报》在23号头版《请放人》的评论文章中写道:我们认真核查过陈永洲对〝中联重科〞所有的15篇批评报导中,仅有的谬误在于将〝广告费及招待费5.13亿〞错写成了〝广告费5.13亿〞。
从去年9月26号《新快报》首发陈永洲的〝中联重科大施财技,半年利润虚增逾7亿〞,到今年6月,陈永洲先后发表15篇有关〝中联重科〞利益输送、畸形营销,及涉嫌造假等一系列批评性的报导。陈永洲还向香港联交所、香港证监会及中国证监会实名举报〝中联重科〞涉案。
原身是国营企业的〝中联重科〞,于2000年和2010年,分别在深交所和港交所上市,为〝工程机械业〞领军企业,2010年销售收入达463.23亿人民币。
不过,也有同行质疑陈永洲是否收受〝中联重科〞竞争对手的钱。
对此,《新快报》发表声明,陈永洲在报导〝中联重科〞财务问题的事件中,不存在违反新闻职业操守和违法违规行为。
《新快报》一位负责人表示,〝如果陈永洲报导有问题,我们非常欢迎中联重科通过正常管道和程序跟我们交涉。可以和我们打官司,如果官司输了,我们该怎么赔就怎么赔,该关门我们就关门。〞
这位负责人还说,〝《新快报》处理此事最大的原则是,希望在法律的框架下解决。〞
据了解,事件的过程是:今年9月16号,〝中联重科〞向长沙警方报案,10月15号,长沙警方发〝网上追逃令〞,但陈永洲并不知情,17号,陈永洲接到广州警方派出所电话,要向他了解情况,18号,在妻子的陪同下,陈永洲到派出所,一进门就被来自长沙的警察以〝涉嫌犯罪〞强行带走,19号,陈妻接到丈夫电话,告知他被刑拘。
10月23号,长沙市公安局向媒体解释为何跨省刑拘,理由是陈永洲涉嫌捏造虚假事实,发表关于〝中联重科〞的负面文章,损害了〝中联重科〞的商业信誉。
然而长沙市公安局的回复,不仅引起《新快报》的强烈抗议,也引起中国记者协会和中国法律界人士的质疑。日前,中国各地的数十名律师组成律师观察团,对长沙警方拘押陈永洲表达不满。
网友、律师:〝基本上,我的看法就是他这个是职务行为,应该是民事纠纷,警察不应该介入,就是普通两个单位之间的民事纠纷,如果认为构成侵权,那么可以通过打官司,通过民事诉讼来解决,不应该有警察介入。〞
〝暨南大学新闻与传播学院〞院长范以锦,曾任广东省新闻工作者协会主席,他表示,如果警方掌握陈永洲涉嫌敲诈勒索或受贿证据,应以这两个罪名拘捕他,不能〝先抓后审〞。
据了解,〝中联重科〞董事长詹纯新,是湖南省高级法院前院长詹顺初的儿子,同时又是湖南省委前第一副书记万达的女婿。
不愿透露姓名的〝中联重科〞董事长助理说,案件已引发中央高层关注,中纪委、中宣部已介入关注案件。
据报导,中国大陆这10年来的重型机械行业竞争激烈,总部都在湖南长沙的〝中联重科〞和〝三一重工〞,曾经因为竞争而互相拆台,并发展到两企业员工武斗。
虽然民营企业〝三一集团〞主要创始人梁稳根是全国人大代表、和全国工商联常务执委,去年还与时任国家副主席的习近平一起访美。不过,即使有这样的背景,最后也斗不赢〝中联重科〞,而黯然离开长沙。

Arrest before Trial, What is the Company’s Background?
Chen Yongzhou, reporter for Guangzhou’s New Express Daily,
was recently arrested by public security officers in Changsha
city, Hunan Province.
Chen was accused of "damaging business interests."
New Express Daily’s front page appealed to the authorities
to release him.
Currently, there are disputes over the so-called
accusation of ‘damaging business interests’.
The authorities’ arrest of Chen before any trial also leads to
questions on the background of the Hunan listed machinery
making company Zoomlion Co.
Hunan police arrested and charged Guangzhou
New Express Daily reporter Chen Yongzhou for
"damaging business interests"
New Express Daily wrote on its front page on October 23rd:
"We carefully checked Chen Yongzhou’s 15 editorials
on Zoomlion, and found out the only error was that he wrote
‘advertising and entertainment expenses of 513 million yuan’
as ‘advertising expenses of 513 million yuan ($84 million).’"
On September 26, 2012 New Express Daily published Chen’s
first article titled "Zoomlion Used Great financial skills to
Inflate Profits by 700 million Yuan in Half a Year."
By June, 2013, Chen had published 15 articles on Zoomlion,
including stories about transfer of benefits,
deformed marketing, and suspected fraud, etc.
Chen also used his real name when he reported Zoomlion
to Hong Kong’s Stock Exchange and it’s Securities Regulatory
Commission, and China’s Securities Regulatory Commission.
Originally a state-owned enterprise, Zoomlion was listed in the
Shenzhen Stock Exchange and Hong Kong Stock Exchange
in 2000 and 2010 respectively.
Its 2010 sales revenue was 46.323 billion yuan.
However, some reporters questioned whether Chen
had accepted money from Zoomlion’s competitors.
In this regard, New Express Daily issued a statement that
there is no violation of journalistic ethics or law
in Chen’s reports on Zoomlion.
One of New Express Daily’s head said in a statement, "We
welcome Zoomlion to negotiate with us via normal channels
if there are issues with Chen’s report. They can take us to court.
If we lose, we would pay for the damages or shutdown
according to the verdict."
This head also said, "New Express Daily’s major principle
in handling this issue is to follow the legal process."
Accordingly to sources, Zoomlion reported to
Changsha police on September 16, 2013.
On October 15, Changsha police issued the "Cyber Pursuit order."
Chen did not know about it.
On October 17, Chen received a phone call from
Guangzhou police asking for more information.
On October 18, accompanied by his wife,
Chen went to the police station.
He was taken away immediately by Changshan police
as a "suspect."
On October 19, Chen’s wife received a call from her husband
saying he was being detained.
On October 23, Changsha Public Security explained to media
its interprovincial detention of Chen.
The given reason given was that Chen fabricated lies,
published negative articles about Zoomlion,
and damaged Zoomlion’s reputataion.
However, the Changsha Public Security Bureau’s statement
not only resulted in strong protest from New Express Daily,
but also lead to questions from China’s Journalist Association
and professionals in China’s legal circles.
Recently, dozens of lawyers across China formed the
Lawyer Observation Group and expressed their dissatisfaction
over Changsha police’s holding Chen in custody.
A Netizen: "Basically I think he is doing his job.
This is a civil dispute. The police should not get involved.
It is a dispute between two enterprises.
If there is volition of rights, they can go to court.
There should be not involvement from the police."
Fan Yijin, dean Jinan University’s School of Journalism
and Communication, was the former chairman of
Guangdong Provincial Association of Journalists.
He said that if the police have evidence of
Chen’s alleged extortion or bribery,
they could detain him in name of these.
They should not "arrest him without trial."
Sources say Zoomlion President Zhan Chunxin
is the son of former President of the Hunan Supreme Court,
and son-in-law of former Hunan First Deputy Party Secretary.
One Zoomlion Board of Director assistant
(who wished to remain unknown)
says the case has gained attention from the central government.
The Central Disciplinary and Propaganda departments
are involved in the cases.
Reports say there is serious competition in
China’s heavy machinery industry.
Both Zoomlion and Sanyi are headquartered in Changsha city.
Their competition has even led to employees resorting to violence.
Private enterprise Sanyi Group’s main founder Liang Wengen
is on the Executive Standing Committee of National People’s
Congress and the National Federation of Industry and Commerce.
He visited the U.S. with then Vice President Xi Jinping in 2012.
However, he could not win over Zoomlion and
eventually left Changsha sadly.
王岐山放狠话 〝大老虎〞成焦点
继中共中央巡视组的第一轮巡视后,23号,中共政治局常委、纪委书记、中央巡视工作领导小组组长王岐山,在今年第二轮巡视动员部署会上放下狠话,"不能让腐败分子有立足之地″。第二轮巡视组能否抓出真正的"大老虎″,成为各界关注的焦点。
中共中央纪委监察部网站消息,10月23号,中央巡视工作领导小组组长王岐山,将启动第二轮"巡视″,据了解,第二轮巡视共分10个组,分别对山西、新华社、国土资源部、三峡集团等开展巡视。
在第二轮巡视工作动员部署会上,王岐山强调"不能让腐败分子有立足之地。″
中国问题专家李善鉴:"它不需要抓,大老虎已经摆在那了,动不动这个大老虎,其实并不在于它是第一轮、第二轮,大老虎是谁?他们自己应该知道、也是清楚的。中共的腐败,很大程度上,是一种内部政治的权斗。″
今年5月,第一巡视组进驻"中国储备粮管理总公司″,几天后发生"中储粮″林甸直属库发生火灾,79个储粮囤表面过火,损失近亿元,引发各界质疑"中储粮″掩盖亏空,人为纵火。
据了解,中共前魁首江泽民、原政法委书记周永康、原政治局委员曾庆红等家族,掌控着"中石油″、"中石化″等大型国企,大肆侵吞国有资产,他们自己本身就是最大的贪官,也是最大的利益集团。
那么,王岐山主导的中央巡视组敢抓吗?
美国中文媒体《中国事务》杂志披露:江泽民在瑞士银行的秘密帐户上存有3亿5千万美元。香港《开放》杂志也披露,2005年因"贪污罪″被判死缓的前中国银行香港总裁刘金宝在狱中爆料,江泽民在16大前夕,转移出去一笔20多亿美金的巨额中国外流资金,为自己准备后路。
而江泽民的儿子江绵恒,也因为涉及近年来轰动国际的多起重大贪污案,被讽刺为官商一体的"中国第一贪″。
澳洲媒体披露,曾庆红1993年曾安排当时25岁的儿子曾伟,进入"墨尔本大学″读书,但曾伟并没有入学,一年后他变身富豪,之后很快成为亿万富豪。曾伟除了插手上海大众汽车、东方航空、北京现代汽车等公司,获取巨额佣金外,还曾在北京开了一家基金性质的公司,主要是通过内部管道获取上市企业资讯,以"帮助″企业上市为名,购买原始股份捞钱。
另外,根据《维基解密》曝光的一份2009年美国外交电文评估显示,周永康和儿子周斌等同伙,控制着中国石油的庞大利益。周斌还涉嫌借周永康的权力,在周永康曾任职的地方或部门,大搞权钱交易。比如:插手四川大型工程项目,通过国土资源部大肆倒卖土地等。
中共腐败官员的人数逐年增加,贪腐的胃口越来越大。腐败已经由个人行为向组织化和制度化方向转化。也就是说,腐败扩展渗透到了党、政、军各个领域和层次,并披上了合法的外衣。
旅美中国问题研究专家张健:"在全世界可能没有在比中国,如此高调的反腐,在没有哪一个国家人民向中国人民这样迫切的盼望惩治腐败,越反这个贪官越多,金额越大,这到底问题是什么?在中国滋生了一个非常不好的一个土壤,这个土壤里边最主要的原料是就是中共的这个体制。″

10月16号,中央纪委监察部网站首次推出了网路专题"直击地方巡视组″,介绍了各省级巡视组创新工作机制、改进巡视方式方法的最新进展。
但分析认为,这是在营造反腐决心的假象,企图博取人们的好感,但是人们早就看透了中共的本性,这种伎俩很难再次欺骗老百姓。

Wang Qishan Focuses on "Big Tiger"
On October 23, Wang Qishan, member of
China’s Politburo Standing Committee, and
Commission for Discipline Inspection spoke.
Wang spoke out in starting a second round of investigations
into corruption, stating "there is no foothold for corruption."
The public are now focused on whether
they will catch the real "big tiger."
News was released on the Central Discipline
Commission and Ministry of Supervision website.
Wang Qishan, the central inspection team leader, will
start a second round of inspections on October 23.
It is said that this inspection team is divided into
10 groups, and will inspect Shanxi, Xinhua News
Agency, and the Ministry of Land and Resources.
In the second round of inspection mobilization
and disposition meetings, Wang stressed
that "there is no foothold for the corruption."
Li Shanjian, China expert: "They don’t need to
take action, since the big tiger is already there.
Whether it is the first round or the second round of meetings
isn’t important, as they already know who the big tiger is.
CCP corruption is largely due to
the internal political power struggles."
This year in May, a few days after the first inspection team
entered China Grain Reserves Corporation, there was
a fire that took place at the corporations Lindian Depot.
79 grain storage units were engulfed, and
there was nearly a billion yuan of damages.
The fire triggered public questions over
using arson to conceal financial corruption.
It is said that former Communist leader Jiang Zemin, former
Law Committee secretary Zhou Yongkang, former Politburo
member Zeng Qinghong, and other families controlled
PetroChina, Sinopec and other large state enterprises.
They are the biggest corrupt officials and the largest
interest groups to plunder China’s public treasury.
Does Wang Qishan’s central inspection
team dare to pursue those persons?
US based China Affairs magazine disclosed that Jiang
Zemin’s secret Swiss bank account has 350 million dollars.
Hong Kong’s Open magazine reported on Liu Jinbao,
former Hong Kong president for Bank of China.
Liu Jinbao who was given a suspended
death sentence in 2005 because of corruption.
While in prison, he tipped-off that Jiang Zemin transferred
20 billion dollars on the eve of the 16th Party Congress.
He was preparing a backdoor for leaving.
Jiang Zemin’s son Jiang Jinheng was
satirized as China’s first corruption.
He was involved in a number of major
international corruption cases in recent years.
Australian media reported that Zeng Qinghong
arranged for his 25-year-old son Zeng Wei to
study in the University of Melbourne in 1993.
However, Zeng Wei didn’t enter the school and
became rich after a year, and soon after, a billionaire.
In addition, Zeng Wei received huge commissions
from Shanghai Volkswagen, China Eastern Airlines
and Beijing Hyundai Motor Company, helping
these companies make money on stock.
In addition, a "WikiLeaks" report exposed a
U.S. diplomatic cable assessment in 2009.
It showed that Zhou Yongkang, and his son
Zhou Bin, control the biggest PetroChina’s interests.
Zhou Bin was suspected of carrying out power and money
transactions in departments where Zhou Yongkang worked.
This included intervention in large projects in Sichuan, and
reselling land through the Ministry of Land and Resources.
With growing numbers of corrupt officials,
corruption has increasingly become systemic.
In other words, corruption has extended to infiltrate the
central government, the military and all levels of the party.
It has been covered with a cloak of legitimacy.
Zhang Jian, China expert: "There are no
more high-profile anti-corruption cases.
In other countries, punishment of
corruption is an important thing.
However, in China, the more anti-corruption that is done, the
more corrupt officials and amount of corruption is revealed.
What is the reason?
There is very bad environment in China, and
corruption is the essence of the CCP system."
Zhang Jian says that Jiang Zemin and other interest
groups have unscrupulously drained people dry,
under the protection of the dictatorial regime.
On October 16, the Central Discipline Commission
and the Ministry of Supervision website launched
its first special "Follow the local inspection team".
It introduced the latest progress of the provincial
inspection team, and the improving of inspections.
However, analysts believe that they are building a
false image of anti-corruption to win people’s favor.
It is difficult to deceive people again,
because they already see through the CCP.
东三省雾霾如末日 震惊美国网民
连日来,大陆整个东北地区陷入了严重雾霾天气,多座城市污染指数持续〝爆表〞,黑龙江、辽宁相继发布大雾红色预警。东北三省的航空、铁路、道路交通严重受阻,多条高速公路全线封闭。一些城市幼儿园、中小学全部停课。有网友形容〝犹如世界末日降临〞。
自10月20号早上起,东北三省出现重度雾霾,其中黑龙江省哈尔滨市的空气污染指数持续〝爆表〞,甚至21号,部分地区2.5PM的悬浮微粒指数达到1000,高出世界卫生组织规定的安全标准50倍。
由于雾霾浓重,能见度极低,哈尔滨多条高速公路全线封闭,部分公交线路暂停运营,太平国际机场也被迫关闭。给市民生活造成了极大不便。
黑龙江省哈尔滨市民余云峰:〝很严重,很严重。从20号开始。哎呀!太不便了,学校都停课了,各单位有的都停工。〞
黑龙江省哈尔滨市司机小亮:〝郊区比较更严重一些,在两米左右的情况就已经什么都看不着了,开车在那边的时候挺受影响的,市区还好一点,三、四米,四、五米左右还能看清。有很多公交车都已经停运了。高速公路基本上都封闭了。司机反正就是开车慢慢的开,尽量不开。〞
受雾霾天气影响,哈尔滨市医院呼吸科、耳鼻喉科的患者骤增二、三成。口罩销售火爆,已经脱销,全市各大药房的普通口罩及医用口罩也供不应求,有的市民甚至同时戴了数层口罩。
黑龙江省哈尔滨市 亿百大药房瑞祥店销售员:〝有口罩,新来的这个。普通的卖没了,普通的那种卖没了,全卖光了,卖空了,这几天的口罩。今天到货了,刚到。又要空了,又要卖光了。〞
虽然目前哈尔滨的雾霾情况有所减轻,但从哈尔滨环保局官网显示的监测数据可以看出,23号哈尔滨市各大监测点的空气质量污染指数,仍然多在400到500之间的六级〝严重污染〞区,属于最高等级污染。
对于造成这次雾霾的原因,哈尔滨市环保局解释,是由于日前供暖系统开始运作,锅炉陆续启炉;其次,目前正值秋季整地期间,城郊及周边县市大量焚烧秸秆,产生了浓重的烟尘。
但市民质疑,在哈尔滨生活多年,即使以往的供热季节,也没有出现过〝雾锁全城〞的场景。
哈尔滨市民余云峰:〝这种气候的话,往年没有发生过。〞
与此同时,吉林长春、辽宁沈阳等地,也出现了同样严重的雾霾天气。
吉林省长春市大学生小朱:〝路上的能见度挺低的,我要是离路口远一点的话,早上雾浓的时候,会看不见路口的红绿灯。当我晚上回来的时候,我没有带口罩,这个时候我就感觉非常刺鼻,然后我的嗓子不是很舒服,我就感觉空气中味道特别浓。〞
东北雾霾天气的图片被市民们发到网上后,引发了极大的关注和讨论。大陆作家协会会员,微博达人〝盛京齐世明〞作诗一首《雾霾下新的东北人精神》。他写道:〝厚德载雾,自强不吸,霾头苦干,再创'灰黄'!〞他还讽刺说,事实再次证明:雾以〝吸〞为贵啊!〝我们的宗旨〞就是:喂人民浮雾!他质问:〝谁之过?向谁人问责?〞
外国的网友对中国环境污染之恶劣也表示了难以置信和不解,美国网民震惊的说:不明白中国人为何只用口罩对抗污染,而不是坚持要求更干净的空气?
有网民反问:〝每年8%—9%的GDP真的值得吗?〞

Severe Smog Appears throughout Northeast China
In recent days, severe smog appeared throughout
the Northeast region of China.
Pollution index in many cities continued to break records;
Heilongjiang and Liaoning issued a warning of red fog.
Air, rail and road traffic were severely disrupted in three
Northeast provinces and many highways were temporarily closed.
Kindergartens, primary schools and secondary schools
in a number of cities were all closed.
Some residents said that the end of the world was here.
Since the morning of October 20, the Northeast
had severe smog.
The pollution index in Harbin of Heilongjiang Province
continued to break records.
On October21, 2.5PM suspended particles index reached 1,000
in some areas, 50 times higher than WHO’s required safety
standards.
Many highways in Harbin temporarily were closed due
to the thick smog which caused low visibility.
Some bus lines also suspended their operations
and Taiping International Airport was forced to close.
All these caused great inconveniences for people’s lives.
Yu Yunfeng, Harbin resident: "It was so serious
and inconvenient.
Since October 20, schools were all closed and so were
some work units."
Xiao Liang, bus driver from Harbin: "It is more serious in
suburbs, and you cannot see anything beyond two yards.
It affects driving badly, but in the city, you can see within
five yards.
Many public transportation has stopped operations, and
highways basically are all closed.
Drivers drive slowly anyway, and it is best not to drive."
Due to severe smog in Harbin, respiratory and ENT patients
surged 20-30 percent in city hospitals.
Masks are out of stock, and ordinary masks and surgical
masks are in short supply in the city’s major pharmacies.
Some residents even wear several layers of masks.
A pharmacy salesman: "We have masks, and they
just arrived today.
The ordinary type are and all gone, sold out.
We got new masks, but they soon will be gone."
The smog situation has eased somewhat, but from the official
website, Harbin EPA monitoring data show that on Oct. 23,
the pollution index was still around 400-500, which means
serious, the highest level of pollution.
Harbin Municipal Environmental Protection Bureau explained
the reasons for the heavy smog.
It was due to operations of heating systems, gradually starting
with boiler furnaces.
In addition, it is an autumn soil preparation period,
and a large number of suburbs and surrounding counties
burn straw, producing a dense smoke.
However, residents questioned that living for many years
in Harbin, even during the heating seasons, the city-wide
smog had never been seen before.
Yu Yunfeng: "This kind of climate had not happened before."
Meanwhile, Changchun (Jilin Province) and Shenyang
(Liaoning Province) also had serious smog like Harbin.
Xiao Zhu, Jilin University student: "We had very low
visibility.
If I stand a little farther from the intersection, I cannot see
the traffic lights with thick fog in the morning.
In the evening, if I don’t wear a mask, It is very pungent,
and my throat is uncomfortable with a particularly strong smell in the air."
After pictures of heavy smog circulated on the Internet,
it hascaused a great deal of attention and discussions.
Qi Shiming, a blog talent, wrote a poem as below,
Great virtual brings heavy fog,
Breathing it in with perseverance.
Working harder under smog,
Creating splendidly again.
He even sarcastically said that the fact proves fog is made
to be breathed in and our goal is to feed suspended particles to the public.
He asked: "Whose fault is this and who should shoulder
the responsibility?"
Foreign netizens have a hard time to understand China’s harsh
environmental condition.
American netizens said: "We don’t understand why
the Chinese like to use masks to fight pollution,
rather than insisting on cleaner air."
Some netizens asked: "Is an annual GDP of 8-9 percent really
worth it?"
改革硬骨头难啃 习问计海外智囊
中共18届三中全会即将上演,中共最高领导层自述当前的改革问题,都是难啃的硬骨头,因此向中外专家和智囊讨求所谓〝改革良药〞。那么,中国真正的问题出在哪里?中共内部的所谓改革还能奏效吗?
中共11月就要上演的三中全会,至今还没有公布开会日期。不过几个月来,中共高层在多种场合,特别是国际会议上,都在主动谈及中共要全面深化改革。
10月23号,中共国家主席习近平会见了海外智囊团,就中共即将定谳的经济改革向他们〝求医问药〞,智囊团中包括世界最大的私人股权公司—-〝凯雷集团〞董事、总经理大卫.鲁宾斯坦(David M.Rubenstein),和〝华盛顿布鲁金斯研究院〞理事会主席—约翰.桑顿(John Thornton)等。
习近平当天在钓鱼台国宾馆,会见〝清华大学经济管理学院顾问委员会〞海外委员时,再次强调,中共本届三中全会,将研究全面深化改革问题。
习近平自述,当前改革需要解决的问题格外艰巨,都是难啃的硬骨头。瞻前顾后,畏葸不前,不仅不能前进,而且可能前功尽弃。
美国南卡罗莱纳大学艾肯商学院教授谢田:〝每次中共在危机的关头,在几乎崩溃灭亡的关头,总是会抛出来各种各样的烟幕弹,说他们又要改革了,又要反腐了,又要政治改革了,中共的本质从来就没有改变过,所有这些所谓的改革,或者听取别人的意见,或者听取智囊团的建议,目地只有一个,就是为了继续维护和巩固中共的统治。〞
中共历史上,自1978年邓小平启动了第一次所谓改革后,还进行了几次经济改革,不过这些改革往往在中共处于执政危机后出现。
促成第一次改革的危机,是〝文化大革命〞导致中国经济处于毁灭的边缘,直接威胁到共产党的执政,不得不实行以家庭联产承包的责任制。
第二次改革,始于1989年〝六四事件〞后,国际上一片制裁之声,同时,苏联等东欧〝共产国际〞全面崩溃,中共再次面临生存危机,邓小平被迫〝南巡讲话〞,开始跛足改革。
到了1998年,2/3以上国有企业亏损,中共的经济命脉面临衰亡,中共开始所谓的国有企业重组,工人开始下岗,大量国有资产落入共产党领导人的私人腰包,造成目前社会贫富两极分化严重。
那么,中共现在进入的所谓〝改革深水区〞,面临了什么危机?
旅美原大陆史学教授刘因全:〝中国目前面临的危机是全面危机,从思想文化上、经济上、政治上、环保方面,中共面临一个全面危机爆发的前夜的这么一个阶段,在这种情况下他们非常的不安。〞
台湾大学经济系教授张清溪:〝现在(中共)遭遇到很多的困难,包括拆迁造成社会的民怨,很多特权造成分配非常悬殊,污染非常严重,地方债务问题,金融问题非常严重,这种事情都是因为政府主导,必须要由政府主导变成市场主导,但是因为它政治没有改变,这种东西是不可能成功的。〞
日前,中共国务院总理李克强出席中共工会全国代表大会时,在报告中,他承认当前中国经济运行面临一系列的困境。他表示,今年前两个季度,经济增速持续放缓,消费、投资以及外贸全面呈现下行趋势,中央财政收入出现负增长。
国内经济学家吴敬琏指出,只完成一半的改革是当前经济所面临的问题的根源。必须实施政治体制改革,才能使增长步入可持续轨道。
中国金融智库研究员巩胜利:〝习近平在政治改革上比胡温时期还要往后走,在经济改革,因为限于全球经济环境发生的变化,他又不得不往前推,一退一推两个的矛盾显而易见,如果没有政治开放的话,这些经济开放已经走到了极限。〞
目前中国各种维权抗暴运动风起云涌,民众退出中共的〝三退〞大潮,再再凸显中共面临的执政危机。

Xi Jinping Consults Overseas Think Tank
The Chinese Communist Party’s (CCP)
Third Plenary Session will be held soon.
The top leadership say the current reform like
biting on hard bones, is very tough.
They consulted experts from home and abroad.
What is the real direction for China?
Will the CCP internal reforms work?
Let’s take a look.
The Third Plenary Session was scheduled in November.
The date has not been publicized yet.
For several months, the high-level leaders spoke on many
occasions, particularly at international meetings.
They vowed to fully deepen the reforms.
On Oct. 23, the CCP leader Xi Jinping met
with an overseas think tank.
Xi consulted experts about China’s economic reform.
The experts include David Rubenstein, co-founder of the
Carlyle Group, a global private equity investment firm,
and John Thornton, Chairman of the Board of Trustees at
Brookings Institution in Washington D.C..
On the same day, Xi met with overseas members of
Tsinghua University School of Economics and
Management Committee in Diaoyutai State Guesthouse.
Xi emphasized the upcoming CCP conference will discuss
deepening reforms.
Xi says the current problem of reform needs to be resolved
is extremely tough, which like hard bones is hard to bite.
If they hesitate and are timid, not only can the CCP not
leap forward, but it will also ruin previous achievements.
Xie Tian, Professor at Aiken Business School, University
of South Carolina: "Each time the CCP faces crisis,
it always uses various means such as reform,
anti-corruption, political reform to escape the collaspe.
The CCP's evil nature has never changed.
All the so-called reforms or listening to other opinions or
consulting think tanks, is for one purpose.
That is to continue to maintain and strength its rule."
In the CCP history, since Deng Xiaoping initiated
reform in 1978, several economic reforms were carried out.
These reforms appeared while the CCP faced political crisis.
The Cultural Revolution has caused the economy to
almost collapse, so the first reform took place.
The crisis directly threatened the CCP's survival, so the
CCP launched household responsibility system at that time.
The second reform happened after Tiananmen Students
Protest in 1989, when the CCP faced the international sanctions.
Meanwhile, the Soviet Union and East European
Communist Party totally collapsed.
The CCP again encountered crisis of survival.
Deng Xiaoping had to launch "Southern Tour Speeches"
to implement the reform.
In 1998, two-third of state-owned companies
faced financial loss.
The CCP economy faces collapse. So the CCP restructured
state-owned companies.
Many workers were laid off, many state-owned assets
were seized by CCP leaders.
It seriously widened the gap of wealth.
What is the crisis that makes CCP vow to
deepen the reform?
Liu Yinquan, US-based Professor in Chinese history:
"China is facing complete crisis.
In areas like cultural, economy, political, and environmental,
the CCP is at the time before the entire crisis breaks out.
So the CCP panics."
Zhang Qingxi, Professor in Economics in Taiwan:
"The CCP is facing many problems.
It includes demolition causing resentment.
Many privileges caused poor income distribution.
Severe pollution and local government debts problems,
the financial problems are serious.
All caused by the government.
The central regime is in-led, then led by the local regime.
It didn’t change politically, thus it bound not to be successful."
Recently, the CCP Premier Li Keqiang attended the
national workers unions meeting.
Li admitted in his report that China’s economy is
facing a serious difficulty.
In the first two quarters, economic growth
continues to slow down.
Consumption, investment and
foreign trade are declining.
The central fiscal revenue showed
negative growth.
Chinese economist Wu Jinglian says that the reform is half
done which is the cause of current economic problems.
Only to carry out political reform, can the economic growth
on a sustainable track be achieved.
Gong Shengli, researcher at a Chinese financial think-tank:
"Regarding political reform, Xi Jinping went more backwards
than the Hu Jintao and Wen Jiabao era.
Regarding economic reform, its forced by the global economic
environment changes, Xi has to go ahead.
The two have obvious contradictions.
China didn’t open up political reform, but the economic reform
opening up has reached its limit."
Now in China, many protests occur one after another.
People quit the CCP and its affiliated organizations shows
the CCP is facing crisis of legitimacy.
